CNE urges parties to nominate managers of public funds during the campaign

The National Electoral Commission (CNE) announced this Wednesday that “no” party competing in the general elections has so far appointed an electoral administrator, responsible for managing the funds made available by the State, and that they must do so during the electoral campaign.

According to CNE spokesman Lucas Quilundo, the electoral body has not yet received any indication from the eight candidates in the August 24 general elections regarding their electoral administrators.

"Because the law provides, among various forms of financing the electoral campaign, for public funding. It was widely reported, through the press, that the State made funds available for the preparation of candidacies and expenses for the electoral campaign", said the official to Lusa.

The law "establishes the obligation to justify the use of these funds 45 days after the announcement of the results of the elections", he recalled.

The legislation also establishes that "to carry out the day-to-day administration of the way these funds are managed, candidacies must appoint an electoral administrator", he explained.

"And this is the appeal we made, that this electoral agent be appointed, so that the precepts established in the Constitution can be fulfilled", he stressed.

Lucas Quilundo, who was speaking on the sidelines of a workshop on electoral coverage for the August 24 general elections, which began this Wednesday and runs until Thursday, in Luanda, said it was "premature" to speak of non-compliance on this legal assumption.

"It is preferable not to talk about defaults yet and continue to wait patiently for this indication to be made", he noted.

Asked about the deadline for the appointment of this electoral administrator, since the electoral campaign is already underway, the CNE spokesperson said that it is preferable for competing parties to nominate the entity in this period.

"Yes, the electoral campaign is underway, we will patiently continue to wait for these electoral administrators to be appointed to us and we hope that this can be done even at this stage of the electoral campaign", he said.

The State made available to each of the eight candidacies, seven parties and a coalition of parties, 1,112 million kwanzas to face the electoral process.

Quilundo also noted that in the field of electoral observation, the CNE has already issued invitations for over 1900 observers, including nationals and foreigners.

"The process is ongoing, we have already created a specific election observation office precisely to deal with electoral observation issues and the process is ongoing", he assured.

He also praised the moment of sharing knowledge on electoral matters with journalists, for their social role of public utility, "considering that the electoral process is a legal process".

"It is necessary for journalists to be equipped with this information, these legal tools, especially those governing the organization and functioning structure of the CNE so that in their exercise they can carry out their activity in a more facilitated way", he said.

The meeting, which brings together journalists from national and foreign bodies, should also eliminate misunderstandings about electoral matters: "We noticed an incorrect use of certain concepts and that is why the CNE is promoting this training action to eliminate misunderstandings".

"Another incorrect interpretation is that the president of the CNE decides, individually, crucial matters on the conduct of the electoral process, when this decision is made by a collegiate", concluded Lucas Quilundo.

The fifth general elections in Angola's political history are scheduled for 24 August and eight political forces, already in the electoral campaign, are running for the suffrage.
