President approves around 90.3 billion kwanzas of supplementary credits

The President approved the opening of additional credits to cover additional expenses, in the amount of around 90.3 billion kwanzas, including reinforcements for the information services and the telecommunications and media sector.

The additional additional credits are registered in the Diário da República, dated 22 July, and now published, they were signed just two days before the Government entered into day-to-day management, on 24 July, when the electoral campaign began.

Presidential decrees aim to cover expenses in several areas.

For the telecommunications and social communication sector, an additional credit of 8,720 million kwanzas was opened and for the payment of expenses related to the operation of the Military Intelligence and Security Service, another credit of 10 billion kwanzas.

The construction and equipping of the Casa da Juventude de Malanje and the de-silting of the Malanje River will receive 30,802 million kwanzas.

João Lourenço, who is re-candidate for a new term as President of the Republic, also approved the opening of an additional additional credit in the amount of 15 billion kwanzas for the purchase of vehicles, within the scope of the Monitoring and Reporting System in the 164 municipalities.

Finally, another 3 billion kwanzas will be made available to pay operating expenses and the holding of the 10th Summit of African, Caribbean and Pacific States – OASCP.

With the convening of general elections for the 24th of August, the current government entered into day-to-day management on the 24th of July, exactly one month before polling day and which coincides with the electoral campaign.

During the approximately 60 days that include the 30 days of the electoral campaign, the day of the elections, plus the 10 days for the National Electoral Commission (CNE) to proclaim the final results, plus the 15 days that, at most, must swearing in of the elected President, the outgoing President must not perform acts that condition or bind the exercise of the activity by his successor.

The acts performed in day-to-day management are limited and apply, equally, to the auxiliaries of the President of the Republic.

The Law to Amend the Organic Law of General Elections enshrined a rule that prevents candidates, in the 30 days prior to voting day, from carrying out acts of inauguration of public or private works, or donating material or financial goods to voters, with the objective of influencing their vote, except for propaganda material, which constitutes a crime of electoral corruption.
