Government plans to privatize 73 new assets and companies by 2026

The Government plans to privatize, over the next three years, 73 assets and companies, of which the privatization processes of ENSA, Unitel, TV Cabo and BFA are starting this year, informed the Secretary of State for Finance and Treasury.

Ottoniel dos Santos advanced the data during the presentation ceremony of the extension of the Privatization Program (Propriv) 2023-2026, noting that these assets in the insurance, telecommunications and banking sectors will be sold using the initial public offering (IPO) procedure.

For next year, according to the minister, the process of privatizing the shares held by the State in the national diamond company Endiama, Sonangol, and Bodiva (Bolsa de Dívida e Valores de Angola) will start.

In 2024, the privatization of the national airline TAAG and of Aldeia Nova are also planned.

According to Ottoniel dos Santos, some of the assets to be privatized are reference companies in the industry, logistics, transport, brewery and cement sectors, and "actions are currently underway so that these units can return to production and be at service of the national economy".

With regard to the holdings of the Angolan state oil company, Sonangol, the Secretary of State for Finance and Treasury said that they are currently being privatized, with a total of 11 ongoing processes.

The official stressed that seven assets of the Special Economic Zone (ZEE), namely industrial units, are also being privatized.

At this time, privatization processes are underway for 31 assets, which are expected to be completed in the fourth quarter of this year, with up to 2024 companies of national reference (21), shareholding companies and Sonangol assets (15), other assets and companies to be privatize (20) and units in the ZEE (17), totaling the 73 assets to be privatized in the next three years.

Through a public tender, the Secretary of State stressed, the stakes in Multitel, Angola Telecom, Acrep, SGA, Nai, 17 ZEE units, 14 assets and stakes in Sonangol will be sold, starting this year, and in 2024, from Media Nova, Nova Cimangola, Mundial Seguros, MS Telcom and Correios de Angola.

According to Ottoniel dos Santos, there were three main reasons that led to the extension of the program, including the fact that there are 31 privatization processes in progress, which carried over from the previous phase, 2019-2022, the identification of new assets by governments provincial governments and the roadmap for reforming the public enterprise sector.

In the latter case, continued the Secretary of State, from the analysis carried out on the assets and holdings that the State held "some were identified that did not make sense to be in the State's assets career".

Regarding the percentage of privatization of assets, Ottoniel dos Santos underlined that all the shares are not for sale and that it is determined punctually at the time of the decision to privatize, and it is up to the holder of executive power to decide for each asset the percentage to be sold.
