The CGE for the 2021 financial year was approved with 100 votes in favour, 61 votes against and four abstentions during the ninth extraordinary plenary meeting of the first legislative session of the fifth legislature of the National Assembly.
The Popular Movement for the Liberation of Angola (MPLA) was the only party that voted in favor of CGE 2021.
MPLA deputy Carla Cativa said that her party voted in favor because the executive presented "clearly the set of financial statements" of the actions carried out in 2021.
The parliamentary group of the National Union for the Total Independence of Angola (UNITA) voted against it on the grounds that the CGE "is not transparent, contains errors, omissions and inconsistencies" and that the "budget execution was unrealistic and insensitive to the suffering of Angolans", as the deputy Mihaela Webba said.
The abstentions came from the mixed parliamentary group PRS (Partido de Renovação Social) and FNLA (Frente Nacional de Libertação de Angola), whose representative Benedito Daniel said that the financial execution of the military and paramilitary budget units "did not respect the limits of their ceiling".
The deputies, in the draft resolution presented to the plenary, urged the Government to submit the document within the legally established deadlines and to include it in the summary table of the flows of origins and applications of resources made available to autonomous funds and social protection services.
For deputies, the executive should also improve the accountability mechanisms of public managers for non-compliance and delay in accountability, with special attention to diplomatic and consular missions, provincial governments and municipal administrations.
The need to standardize the values contained in the CGE's financial statements, with the respective annexes, and to improve the presentation of revenues by province were also recommended.
According to the deputies, the Government must also guarantee funds for the completion of projects within the scope of the Public Investment Programs (PIP) and Integrated Intervention Plan for Municipalities (PIIM) in the municipalities of Cuanhama, Viana, Xangongo and Omdandja.
They also urge the Government to make efforts so that all revenues collected are included in the State's Integrated Financial Management System (SIGFE), including those arising from the resizing of diplomatic and consular missions.
"Include the valuation map of properties covered by the Privatization Program (ProPriv) to assess, in accounting terms, the profits or losses for the Angolan State", refers in the resolution of the CGE 2021.
The Government should "review the monetary policies implemented by the National Bank of Angola in order to contain inflation levels, with a focus on the annual targets and objectives established to guarantee the stability of the national currency and return purchasing power to the population".
They also defend the need for the Government to ensure the funds destined to support Angolan communities abroad for the continuity of the process of civil registration, issuance and attribution of identity cards and passports.
"Respect the limits of the budget ceilings of the units of the defense, security, public order and intelligence services and other bodies, except for exceptions that justify the attribution of additional credits", they also recommend.
The 2021 OGE estimated revenues and expenses worth 14.75 billion kwanzas and evidenced a revenue collection of 15.22 billion kwanzas, as said this Thursday, in this session, the Minister of Finance, Vera Daves.
At the end of the debate, which lasted nearly nine hours, the president of the National Assembly, Carolina Cerqueira, concluded: "It was a good debate, there were altered moods, but despite the antagonisms, we think that democracy won".
