Angola spent 142 billion kwanzas on expenses to fight covid-19 in 2021

The Government announced that it has spent 142 billion kwanzas to combat and mitigate the effects of covid-19 in 2021, mostly intended for the general expenses of the disease.

The information was transmitted this Thursday by the Minister of Finance, Vera Daves, noting that the amount allocated to the general expenses of covid-19, in 2021, was 132.11 billion kwanzas.

Vera Daves, who presented the axes of the General State Account (CGE) 2021 to the National Assembly, stressed that 9.16 billion kwanzas of the global amount were used for the construction of field hospitals.

Regarding the vaccination plan against covid-19, during this period, the minister noted that around 104.57 billion kwanzas had been disbursed, destined for the acquisition of around 22,946,400 doses of Sputnik, Sinopharma and Jansen vaccines.

The 2021 OGE estimated revenues and expenditures worth 14.75 billion kwanzas and showed revenue collection of 15.22 billion kwanzas.

This general instrument of macroeconomic management in Angola, maintained the minister, showed expenditures worth 14.42 billion kwanzas, resulting in a nominal surplus worth 793.99 billion kwanzas.

He also announced that the fiscal balance, referring to the 2021 financial year, had a surplus of around 1 billion kwanzas and the current balance amounted to 3.49 billion kwanzas, "demonstrating that current revenues were sufficient to cover expenses chains".

According to Vera Daves, of the total revenue raised in 2021, current revenues amounted to 10.1 billion kwanzas, "corresponding to an execution, above forecast, of 125 percent and a share of approximately 66 percent".

Capital revenues amounted to 5.12 billion kwanzas, corresponding to an execution of 77 percent and a share of total revenue of 34 percent.

Regarding the total expenditure executed, in this financial year, he continued, there were current expenditures in the amount of billions of kwanzas, corresponding to an execution of 89 percent in relation to the authorized expenditure and a participation in the total expenditure of 46 percent.

Capital expenditure totaled 7.81 billion kwanzas, corresponding to an execution of 108 percent in relation to authorized expenditure, and a share of total expenditure of 54 percent.

Vera Daves also noted, in her speech, that the stock of government debt, in December 2021, stood at 36.75 billion kwanzas.

The external debt, corresponding to 71 percent of the total, was worth 25.97 billion kwanzas, while the 29 percent of internal debt was worth 10.78 billion kwanzas.

The debt stock of Public Companies, in turn, namely Sonangol and TAAG amounted to 2.4 billion kwanzas.

In this perspective, in the 2021 financial year, the stock of public debt, which includes Government debt and public companies, reached 39.16 billion kwanzas, as underlined in the CGE 2021 reasoning report.

The CGE for the 2021 financial year is being discussed at the new extraordinary plenary meeting of the first legislative session of the fifth legislature of parliament.
