The Government informs, in a statement to which VerAngola had access, that "several families living in precarious conditions of habitability, insecurity and imminent risks of various endemic diseases in the Ngolone neighborhood, municipality of Icolo e Bengo, Luanda province", will be relocated in social housing "to be built in the same area".
Regarding the amount of expenditure, the Government adds that the Head of State authorized, via presidential order, an amount of more than 75 million dollars for the construction of the houses. "The President of the Republic, through the agreement with Presidential Order No. 178/23, of July 19, authorized the global value in kwanzas equivalent to seventy-five million, seven hundred and nine thousand, five hundred and fifty-five dollars, for the construction of 1500 social housing, including the respective infrastructure and social equipment, divided into three lots", reads the statement.
In terms of lots, advances the statement, the first will cover the construction of 500 social housing, a primary school, secondary school, as well as a kindergarten, nursery and police station, "in kwanzas equivalent to eighteen million, one hundred and six thousand, seven hundred and ten dollars".
In the second batch, 500 social residences will also be built, as well as "the 1st cycle school, kindergarten, nursery and health center, worth in kwanzas equivalent to sixteen million, eight hundred and sixty-nine thousand and ninety dollars", informs the Government.
Finally, the last and third batch will comprise the construction of 500 social housing "and the respective internal and external infrastructure, in an amount equivalent in kwanzas to forty million, seven hundred and thirty-three thousand, seven hundred and fifty-five dollars and eighty-five cents".
In addition, the presidential dispatch also approves the contract to prepare "studies and projects and coordination of the contract, in the amount in kwanzas equivalent to two million, four hundred and fifty-four thousand, six hundred and eighty-six dollars and eighty-five cents", as well as giving the 'green light' to the contract to supervise the contract, in a value "in kwanzas equivalent to one million, seven hundred and fifty-three thousand, three hundred and forty-seven dollars and try and five cents", says the statement.
According to the note, the head of state "delegated to the Minister of Public Works, Urban Planning and Housing, with the power to sub-delegate, for the practice of all decision-making acts and supervisory approval, including the preparation of procedural documents, the award, conclusion and signing of contracts".
Another order (no. 178/23, in force since 20 July) states that the Minister of Finance has authorization to "register projects in the 2023 Public Investment Program (PIP) and guarantee the financial resources necessary for the implementation of contracts".
According to the note, the families to be relocated lived on land located "in the land reserve next to the head of the runway of the New Dr. António Agostinho Neto International Airport of Luanda".
