Kinshasa and Kigali accept in Luanda “fast dispatch” of Regional Force to eastern DRCongo

The Democratic Republic of Congo (DRCongo) and Rwanda called this Thursday in Luanda for the “rapid deployment" of a Regional Force to eastern DRCongo according to the process approved on 20 June in Nairobi.

The appeal is contained in the final communiqué of the meeting of the Permanent Joint Commission (CCP) of DRCongo and Rwanda held in Luanda between the heads of diplomacy of the two countries, Christophe Lutundula Apala Pen'Apala and Vicent Biruta, respectively, under the mediation of Angola and within the scope of of the mandate given to this country by the African Union.

The proposal to create this regional force came out of the summit held in Nairobi, on 20 June, by the leaders of the East African Community, and aims to try to end the conflict in eastern DRCongo.

Tension between Rwanda and DRCongo has grown exponentially in recent months, following the resumption in March of fighting between the DR Congo army and the March 23 rebel movement (M23), which, according to Kinshasa, is supported by the neighboring country, a charge denied by Kigali.

In the final communiqué of this Thursday's meeting in Luanda, the two countries expressly ask Angola "to get involved and guarantee the rapid dispatch (of the Regional Force) as soon as possible".

In addition to the M23, the tension between Kinshasa and Kigali is played out by other actors, namely the Democratic Forces for the Liberation of Rwanda (FDLR-FOCA), which, in turn, Kigali accuses Kinsaha of supporting and arming, which the DRCongo denies.

Regarding the FDLR-FOCA and dissident groups, the Luanda communiqué defends that the Regional Force guarantees their "eradication".

"At the same time, the two parties [DRCongo and Rwanda] must work to restore mutual trust", the document stresses.

In order to ensure respect and operationalization of the mechanism for verifying the accusations within the framework of the restoration of mutual trust, which will be under the direct dependence of a general officer from Angola", the two parties appeal to President João Lourenço to quickly appoint this soldier, who is assisted by a team of Angolan observers and liaison officers designated by DRCongo and Rwanda.

The two countries also decided to "resume regular contacts" between the heads of the respective Defense and Security Services, which aim to "contribute to the restoration of mutual trust".

In addition to defense and security issues, the two countries discussed trade relations and economic partnership and the management of the common border, which they considered should be intensified and consolidated through meetings of the respective ministerial leaders "with a view to revitalizing all existing agreements", namely those on mutual protection of investments and the cross-border agreement as well as the bilateral agreement on air links.

Regarding the refugee issue, the two countries agreed that, in the context of restoring peace, it is important to "re-update the tripartite agreement between Rwanda, DR Congo and the UN High Commissioner for Refugees, signed in Kigali on 17 February 2010.

The host of the meeting in Luanda between the heads of diplomacy from DRCongo and Rwanda was the Minister of Foreign Affairs, Téte António, who also signed the final communiqué.
