Electoral Observatory organizations deliver observer request

More than 20 Non-Governmental Organizations (NGOs) that are part of the Angolan Electoral Observatory (Obea) platform delivered this Wednesday to the National Electoral Commission (CNE) the request to be observers of the general elections of 24 August.

According to Carlos Cambuta, director-general of Action for Rural Development and Environment (ADRA), an NGO that integrates Obea, the CNE acknowledged receiving the individual request from those organizations.

"From a legal point of view, Obea does not exist. Obea is a designation that the organizations found to be able to exchange information in order to carry out a coordinated electoral observation", said the official, speaking to Rádio Nacional de Angola.

At issue is the CNE's announcement, on Monday, of the rejection of the Obea's request for accreditation for electoral observation, due to the organization's "legal non-existence".

Carlos Cambuta reinforced that all 21 organizations that are currently part of this platform are legalized "and it is for this reason that the CNE acknowledged the receipt of these 21 processes".

"The CNE played a pedagogical role in our view, which is why we encourage the CNE to award accreditation", underlined the director-general of ADRA.

On this matter, on Tuesday, in statements to the Lusa agency, the director of the Angolan Institute of Electoral System and Democracy (IASED), Obea's coordinating organization, said that it was with "stupefaction" that they heard the CNE's announcement about the rejection of an alleged request for accreditation for electoral observation on that platform.

Luís Jimbo pointed out that two weeks ago, the Obea requested a meeting with the president of the CNE, to present the mission and the mission's members, which to date has not received a response.

"I reiterate, the CNE did not receive us and we are all stunned to hear that we were refused accreditation because we did not apply for accreditation. Those who request accreditation under the law are the organizations that are members of the electoral observatory, within, of the methodology strategy, which we agreed together", he added.

Obea is a space for consultation of legal Non-Governmental Organizations (NGOs) and churches created in 2011, to participate, reflect and contribute to issues of electoral civic education and electoral observation.

In 2012, Obea carried out its observation mission with 1200 observers accredited directly by the approximately 54 NGOs associated with Obea, in 2017 500 observers from approximately 54 NGOs were accredited and, for the 2022 elections, a mission of the 61 NGOs associated with Obea.

Angola will hold its fifth general election on 24 August this year, with eight candidates, including seven political parties and a coalition.
