The legal instrument, which amends Law no. 14/19 of 23 May – Civil Aviation Law, passed the scrutiny of deputies with 172 votes in favour, no votes against and no abstentions during the 13th ordinary plenary meeting.
According to the authorities, the amendment to the civil aviation law should raise the current level of effective implementation of the rules and practices of the International Civil Aviation Organization (ICAO, in its English acronym).
The legislative initiative also appears to "safeguard the 2020 audit of the Universal Audit and Security Program in Angola directly linked to security against acts of unlawful interference".
Last June, the Government acknowledged that the current level of effective implementation of ICAO standards, which "around 49.16 percent, is far below the 70 percent" stipulated by the international body.
The proposal to amend the Civil Aviation Law, approved as a whole, also enshrines the "assumptions that will allow the Angolan State to collaborate in measures of an international nature in order to guarantee the publication of aeronautical maps and charts, in accordance with the recommended standards establish".
This law also provides for the institution of a National Civil Aviation Operational Safety Program and defines its attributions and operations.
The deputies also unanimously approved the bill that approves the Organic Statute of the National Civil Aviation Authority with 174 votes in favour, no vote against and no abstentions.
In its explanation of vote, the parliamentary group of the National Union for the Total Independence of Angola (UNITA), in the voice of its deputy Amílcar Colela, praised the diploma for the civil aviation sector.
"We voted in favor of having substantially considered the changes that were introduced in the diploma in accordance with the norms and recommendations of the ICAO so that the National Civil Aviation Authority carries out its activity with greater economy, efficiency, technical rigor and effectiveness", stated the congressperson.
UNITA was the only political party that issued an explanation of vote following the approval of the Organic Statute of the National Civil Aviation Authority.
The National Assembly is also discussing this Thursday the draft law of legislative authorization that authorizes the President, as the holder of the executive power, to legislate on matters of tax and customs exemption for "Project 4th Global Unified Title – TGU".
