Minister of Transport: approval by the civil aviation authority is a historic moment for the sector

The approval in the National Assembly of the law that enshrines the status of the National Civil Aviation Authority in Angola is a historic moment for the sector, considered this Wednesday the minister of Transport, Ricardo Viegas d’Abreu.

The minister, quoted in a statement from the Ministry of Transport (MINTRANS), said that the step now taken, with the creation of an independent local authority and an updated law to "respond to the challenge" of turning Angola into a true air transport hub on the continent, it will contribute to economic diversification and economic growth.

"We emphasize that this is a historic moment for the sector, the birth of this new regulatory and supervisory body, equipped with all the tools for the effective exercise of its attributions. We are now going to enter the next phase, which is its formatting, counting on professionals who are already part of this family, but opening the door to a new aeronautical generation, endowed with the necessary knowledge and technical skills," he added.

This Wednesday, the Law of Amendment to Law no. 14/19, of 23 May – Civil Aviation Law, and the Law that approves the Statute of the National Civil Aviation Authority, were put to the final vote.

The Civil Aviation Authority (ANAC) is conceived as an independent administrative entity that replaces the National Civil Aviation Institute – INAVIC, complying with the recommendations of the International Civil Aviation Organization (ICAO) foreseen on the establishment of an effective body of powers and regulatory and supervisory powers.

The attribution of the degree of independence to ANAC is also intended to ensure neutrality, exemption and impartiality in relation to sectoral interests, in order to be able to act without being influenced by external factors, not being subject to the direction, superintendence or supervision of the Holder of Executive Power, highlights MINTRANS.

As for the amendment to the Civil Aviation Law (LAC), it aims to conform and standardize the national legal order "with the international norms and practices set forth by the International Civil Aviation Organization (ICAO), given the dynamics of the sector of activity".
