US Report Highlights Government Efforts to Fight Trafficking in Human Beings

Angola is not meeting minimum standards to eliminate trafficking in human beings, but the government is making efforts, says the report on Trafficking in Human Beings by the US Department of State.

"The Government demonstrated a general increase in efforts compared to the previous report", but remained at level two, according to the report.

The report places countries at three levels, the first level being states that meet the minimum standards of US law for the protection of victims of trafficking, and those at level three include those that do not meet any standards.

Those at level two include countries that do not meet the standards but are making efforts.

The report highlights as efforts made by Angola the conviction of several traffickers, including five civil servants, with prison sentences, dedication of funds to combat human trafficking, including for the implementation of a national action plan.

However, the report notes, the government continues to fail to meet minimum standards in some areas, it has failed human trafficking investigations with suspected official involvement in that crime, and sentences against traffickers are "short compared to the seriousness of the crime".

For the US Department of State, the Government has also "reduced efforts to identify victims" and despite having launched a service to receive allegations of trafficking in human beings, no human resources were allocated to carry out the investigations.

"Finally, the Government remains without procedures to oversee and regulate most sectors of work and the labor recruitment process," the report says.

The document leaves a series of recommendations for the training of cadres capable of proactively identifying victims among vulnerable groups of citizens, including foreigners, "such as North Korean and Cuban workers, referring people to the appropriate services.

The Department of State also recommends increased efforts to improve conditions for victim protection and to investigate and conclude trafficking processes, especially sexual and labor.

The report calls for an amendment to the law to also criminalize internal sex trafficking.
