The contract for opening the credit line will be signed between the Ministry of Finance, representing the Republic of Angola, and Banco de Fomento Angola (BFA), according to order no. 111/21 of 20 July, signed by João Lorenzo.
"Assuring the necessary financial resources" for the execution of the works contract, requalification and equipping of the referred reference hospital unit in Angola are the purposes of the contract signing.
According to the presidential dispatch published in Diário da República, the finance minister is empowered to sign the aforementioned contract, as well as all related documentation, in the name and representation of the Republic of Angola.
According to the order, the present delegation of powers "does not expire with the change of head of the ministerial department responsible for public finances".
In another order, João Lourenço also authorizes expenditure in the amount of 3.1 billion kwanzas and formalizes the opening of the simplified contracting procedure for the acquisition of road equipment to support the transport sector and productive activities.
In the presidential order, it is considered that the Ministry of Transport "has faced numerous difficulties" caused by the "scarcity of road equipment", which "has hampered the implementation of the executive's policies and programs in the field of road transport".
The expense responds, says the document, to the need for a "faster administrative procedure" for public procurement for the acquisition of road equipment for the services of the Ministry of Transport and activities of strategic State institutions.
The approval of the parts of the contractual procedure, the verification of the validity and legality of all acts performed within the scope of the procedure for the conclusion and signature of the contract will be the responsibility of the Minister of Transport with the "faculty of sub-delegate".
