Construction of new National Electoral Commission headquarters starts this month

Construction of the new headquarters of the National Electoral Commission (CNE) in Luanda is expected to start later this month, a project budgeted at around 44 million dollars that should reduce spending on renting facilities.

The draft was examined this Thursday by the plenary of the National Electoral Commission (CNE).

In a statement to the press at the end of the meeting, the CNE spokesman, Lucas Quilundo, said that the project, to be implemented in Luanda, in the Coqueiros area, is in its initial phase.

According to Lucas Quilundo, the Ministry of Finance has already paid the compensation to the managing entity of the former soft drink factory where the work will be built, and the formal handing over of the keys to the Special Works Office took place on the 10th of this month.

Lucas Quilundo, who is also a member of CNE, said that in this Thursday's meeting the members of the plenary took contact with some pieces of the project, whose works should start later this month, to conclude in December 2021.

He did not indicate the costs of the work which, according to Angop, will be 44.7 million dollars.

The CNE spokesman said that with the construction of the new headquarters, the institution will no longer share facilities, in a condominium cohabitation regime with other entities.

"The CNE is installed here, but as can be seen it shares the building with a bank headquarters, with other public and private services and even with private homes," he said.

The construction of the new headquarters will also provide new valences, namely the possibility to congregate several services and functions, which at the moment are not integrated in the current building.

"Especially those that are important in election periods, namely the electoral observation office, a press centre and an amphitheatre, which will have the capacity and function to also serve as a credential centre for journalists and a centre for the dissemination of results", he pointed out.

Lucas Quilundo noted that the new headquarters will also have a national polling centre, which he considered "an extremely important service" in election periods and does not currently exist.

"What has been happening so far is that, in election periods, the polling center is installed in a rented building, but the Talatona Convention Center has been used, with large resources for renting these facilities," he stressed.

The CNE member stressed the savings that will be made by integrating the various functions for the electoral process into a single facility.

The meeting considered, among other issues, the 2020 national plan of activities, the loss of two members of the electoral administration for incompatibility of functions.
