The measure aims not only to avoid counterfeit articles, in order to guarantee the safeguarding of public health and people's well-being, but also to ensure that tax obligations are fulfilled, as these make it possible to supervise the proper collection of taxes on the articles, clarifies the General Tax Administration (AGT), in a statement, cited by Jornal de Angola.
The AGT also informs that "non-compliance with the provisions will subject the economic operator responsible for the import to the penalties provided for by law".
However, the note adds, "economic operators will have a period of 180 days to sell out the products that are already on the market, in stocks. In this way, from the month of October of the current year, the Angolan market will no longer register the marketing of spirits and tobacco without high security tax stamps".
The AGT communiqué – quoted by Jornal de Angola – also reports that this decision is part of presidential decree no. "an instrument against fraud and unfair competition, derived from the counterfeiting and falsification of products and illicit activities and guarantees the reliability of goods and products on the national market".
