Angola launches high security tax stamp in March to reduce counterfeit products

Angolan operators in the segments of alcoholic beverages and liquids, sugary beverages, tobacco and its substitutes, are obliged, from 1 March 2022, to use the high security tax seal, to better control counterfeiting and smuggling.

For this purpose, the General Tax Administration (AGT), within the scope of the National Program of High Security Tax Seals (PROSEFA), held this Tuesday, a webinar providing clarifications for economic operators in the aforementioned segments, on the national program of mandatory sealing of products covered by the Special Consumption Tax (IEC).

According to a press release from AGT, the application of the high security tax stamp on products covered by the program aims to create control mechanisms in a sector affected by counterfeiting and smuggling, in addition to ensuring that the taxes to which beverages are subject Alcoholic, tobacco and sugary drinks are actually paid for.

During the session, the regulations in the final stage of development were detailed, the information standardized and doubts cleared, in order to reach the greatest possible number of economic operators at this stage of the program.

Throughout the year, the note emphasizes, AGT, responsible for implementing PROSEFA, has already maintained contacts and meetings with various economic operators.

The PROSEFA guidelines were published in the Diário da República on July 15, 2019, in Presidential Decree No. 216, and regulates the affixing of high security seals on products covered by the IEC, in accordance with Law No. 16/2021 of the 19th of July.

"By introducing a mechanism for identifying and verifying the origin of products, the implementation of PROSEFA also empowers the consumer, who now has a way to protect himself against products of dubious origin, preventing material and, mainly, health losses resulting from the consumption", underlines the statement.

Among the objectives is also to ensure tax justice in this specific market and fight unfair competition, also promoting a healthy, transparent, regulated and supervised business environment, "by easily identifying the economic operators responsible for the products included in the program".

Along with AGT, the National Press of Angola (IN) is the other institution directly involved in PROSEFA, which is responsible for producing and distributing the tax stamps that producers, exporters, importers and distributors will have to apply to products destined for the market. Angolan.

"To guarantee inviolability, the seals will have an intricate system of security components. Economic operators will be able to request the purchase of seals through the PROFESA Portal. Violation of mandatory seals may result in the application of penal measures and sanctions", he also emphasizes the document.

Distributors and merchants will have a period of six months, called Transitional Provisions, to dispose of the inventory of old, unsealed products.
