The decision is contained in a communiqué released on Tuesday night, after the summit that brought together heads of state and representatives, at the highest level, of the Southern African Development Community (SADC), the East African Community (CAO), the International Conference on the Great Lakes Region (ICRGL) and the Economic Community of Central African States (ECCAS).
The need for pacification in eastern DR Congo, where internal military tension persists with Rwanda, is the focus of this summit of heads of state and government of the four African regional blocs.
The leaders gathered at the summit expressed concern about the insecurity and criminal activities of "armed and terrorist groups" that persist in DR Congo and demanded the "immediate and unconditional withdrawal of all armed groups, above all the M23, as well as the ADF and FDL" and called for the creation of corridors to facilitate humanitarian assistance.
The summit also highlighted the need to re-establish state authority in the occupied areas of eastern DR Congo "to create an environment conducive to the return of refugees and internally displaced persons and to allow peaceful elections to be held in these areas".
A joint plan on the coordination of peace initiatives involving the various organizations was also adopted, harmonizing the Quadripartite initiatives, preparing responsibilities and deadlines.
In this context, a coordination working group should be created with representatives of African organizations, the African Union, DRCongo and Rwanda and the United Nations, to facilitate the exchange of information, taking into account the "need for coordinated action and collaborative".
Summit participants expressed "concern" at the lack of "predictable, adequate and sustainable funding" to carry out the actions and mandated the African Union Commission along with Quadripartite members to mobilize resources for the implementation of the joint master plan.
A 2 million dollars grant agreement was signed between the African Union and the EAC to facilitate the operations of regional forces, with Angola and Senegal supporting the EAC-led Nairobi process with 1 million dollars each.
Gabon announced that it will contribute 500,000 dollars to peace efforts in eastern DRC and called on AU member states to contribute voluntarily to peace processes in Africa.
The next quadripartite summit, still without a date, will take place in Bujumbura, Burundi.
