Minister of Finance says any new debt should be properly considered

The finance minister said this Thursday, in Luanda, that all new funding that is necessary "must be duly considered so as not to place Angola in an even more delicate, vulnerable situation".

Vera Daves de Sousa stressed that the country has an annual debt plan, which it is "complying with due conservatism", stressing that "more debt also requires more interest and capital installments", with the country already "in a scenario where debt service exerts some pressure on the state treasury".

For this reason, "all new financing must be duly considered so as not to place Angola in an even more delicate, even more vulnerable situation", said the minister, underlining that the country should not ask for financing in international markets, preferring other solutions, "because of of the high interest rates that are being demanded from emerging markets".

"Most likely, I cannot say for sure because the markets are unpredictable, there may be a strong change in circumstances, there may be a great opportunity that can be seized, but if everything remains as it is now, with the conditions that are now in the international markets, Angola should not participate in the markets through the issuance of 'Eurobonds' or any other type", she added.

The holder of the Finance portfolio stressed that, for the time being, the Government continues to dialogue with its partners, mainly multilateral financial institutions, "which tend to provide financing under conditions that are easier to pay than others, such as issuing in international markets".

"I reiterate, we are at a time when families are already under pressure, so it is totally out of the question to make any kind of aggravation measure on the revenue side, increasing tax rates, this is totally out of the question, the reflection is that it has to be inverse, what kind of relief can be thought of", she stressed.

On the issue of debt, continued Vera Daves de Sousa, the Government has to be conservative, looking at the debt service of the past, "which it must face", advocating a correction of expenses.

The objective is that "all the new financing that we are contracting are those in the best possible financial conditions and those that contribute to the agenda of economic diversification and the diversification of sources of income", she stressed.

"What we have to do is look at expenditure, ensuring that in partnership, in collaboration, in close dialogue, with all participants, with all entities that carry out expenditure, we look at what is being spent, how it is being spent and to what extent we can recalibrate these priorities, in order to be able to concentrate our limited resources on what is most important", she observed.
