Public administration needs to be more agile and less bureaucratic, considers Adão de Almeida

The Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, considered this Thursday that the country urgently needs a more agile, open, innovative, efficient public administration with less bureaucracy and complexity.

"We need to move towards the digitization of public services. We need to reinvent our public administration. It is the minimum that is required in the 21st century, in the middle of the fourth industrial revolution and in the age of artificial intelligence. if we want to be competitive and if we want to be efficient. I hope that this conference will help us to achieve this objective", said the minister, speaking at the opening of the Conference on the Digital Transition of Administration 'Governo.ao'.

Cited in a note made available on the Government's Facebook, the minister informed that the Executive has been carrying out actions with the aim of simplifying acts and procedures: "There are already many initiatives, and I would like to highlight here the Simplifica Project, which is expected to approve very soon version 2.0, as well as several initiatives to digitize public services, of which I highlight the Single Window for the Non-Present Provision of Public Services, whose prototype will be presented during this conference".

The official also made it known that the Government also proposes to approve, shortly, the Public Administration Digital Transition Agenda for 2022-2027, and the implementation assumptions will be analyzed within the next few days.

The minister also said that "this conference is expected to provide important subsidies for the aforementioned Agenda to produce the results we expect from it".

"Angola's positioning in the main indices on electronic governance leaves no doubt as to the need and urgency of a digital transition agenda for governance in our country", he said.

Among the benefits that this agenda will bring to the country, there is a "greater efficiency in the provision of public service, combined with cost reduction, insofar as physical contact between the user and the public service is reduced", the note adds.

The digitization of services also helps to increase transparency in public administration.

The official also underlined that "no less important are the increase of the citizen's trust in the public administration and the increase of the user's satisfaction with the public service provided. In fact, this is the ultimate goal of any public service: the satisfaction of its user".

In his speech, Adão de Almeida mentioned the challenges related to human capital, the weaknesses of the telecommunications infrastructure as well as the low digital literacy, the particularities of rural areas and the existence of digital divide.

Thus, he said it was necessary "to look at the challenges of creating a digital citizenship, digital sovereignty and cybersecurity".

"In the same vein, special attention must be paid to the issue of financing the implementation of the Agenda, as well as the financial sustainability of the solutions it proposes," he added.

Regarding the conference, he indicated that its main purpose is to collect experiences from other States in the field of digitalization of public services, with a view to making it possible, adapted to the country's context, to shorten the path and more quickly put the country on the path the development of e-governance.

"On the other hand, we expect from this conference a deep reflection on where we are, where we want to go and, above all, how to get there. The selected topics and the experience of the speakers give us guarantees that we will have positive results at the end of the work", he concluded. .

The event, which started on Thursday and continues this Friday, aims to discuss and find answers for the digital transition in the country.
