CNE admits that elections will not have early voting due to “logistical challenges”

The National Electoral Commission (CNE) decided this Friday not to implement early voting for the general elections on 24 August, due to the “logistical challenges it imposes and the “scarce time” for its materialisation.

The decision was approved during the 9th extraordinary plenary session of the CNE, held this Friday, at the headquarters of that body, in Luanda, "after an exhaustive assessment of the regulation of early voting".

"The plenary members noted its importance (of the early vote), because it is provided for in the Constitution, however its implementation poses quite a few challenges in terms of its logistical organization, as well as in terms of a very scarce resource that is time", said CNE spokesman Lucas Quilundo, speaking to journalists.

"This is how the plenary decided not to implement early voting for these August 24 general elections", he stressed.

Lucas Quilundo explained, when questioned by journalists, that it was not a setback "as there had not been a decision on the early vote before, the decision was not taken before, it was taken now and therefore there is no setback here" .

"At no time did the CNE announce that it would carry out early voting, but it was creating conditions, so it organized the international seminar to gather experiences and see if it was feasible to carry out early voting or not", he argued.

Elections "must take place on the basis of electoral registers, these registers are made based on the mapping of polling stations, the mapping of polling stations must be completed and closed up to 45 days before the scheduled date of the elections, this for the normal election ", pointed.

"If the law establishes that early voting must take place between the 15th and 10th day set for the elections, it implies that the entire process leading to its materialization would also have to be brought forward and hence it is clear that for the reasons and challenges he poses, it was not feasible to hold an early vote", stressed Lucas Quilundo.

The CNE plenary also addressed electoral observation and appreciated the information on the beginning of the recruitment process for polling station members.
