Deadline for submission of bid proposals for oil wells extended until July

The National Agency for Petroleum, Gas and Biofuels announced a one-month extension, until July 9, the deadline for submission of bid proposals for the onshore basins of the Lower Congo and Kwanza.

In a statement, which Lusa agency had access to, ANPG said that the delivery of bids for the tenders for the onshore basins of the Lower Congo and the Kwanza should end this Wednesday, but the deadline was extended at the request of the companies.

According to the state concessionaire, in addition to the extended deadline, the value of the participation fee for these tenders will be revised, initially at the value of one million dollars, which grants access to the data package for the aforementioned basins.

The interested companies, advances in the note, requested an extension of the deadline, in order to better understand the file, the data it contains and also to clarify doubts with ANPG technicians.

"The ANGP also decided to review the value of the 'entrance fee' (participation fee) in these tenders. However, the data package relating to both basins still has to be acquired by interested companies", the statement underlines.

According to ANGP, this decision is justified by the fact that it deals with onshore exploration, to which smaller and national companies have historically converged, interested in participating in the prospecting, exploration, development and production of hydrocarbons in Angola.

"Covid-19, which continues to affect the world economy, has also destabilized the hydrocarbon market, and ANPG, which since its creation has been the driving force behind the oil activity in Angola, chose to listen to suggestions from the national business community and of foreign investors on the revision of the value of the 'entrance fee' to facilitate the entry of new players in the sector", the statement highlights.

The public tender for the 2020 tender for Blocks CON1, CON5 and CON6 (Low Congo Onshore Basin), and for Blocks KON5, KON6, KON8, KON9, KON17 and KON20 (Kwanza Onshore Basin) was launched on 30 April this year .

The contract to be signed between the national concessionaire and its associates will be the Production Sharing Contract (CPP), with national or foreign companies, small, medium or large, being able to compete individually or in a consortium.

In case of submission of proposals in a consortium, each of the companies that constitute the consortium will be evaluated individually for the purposes of their qualification.
