Angola approves measures to facilitate and attract investment in tourism

The Council of Ministers approved this Wednesday measures to facilitate and attract investment in the tourism sector, such as the elimination of inspections, currently a prerequisite for starting the activity, and single licensing for travel agencies.

In statements to the press, the Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, said that these measures are part of "Simplifica 3.0", a project to reform procedures in public administration with a sectoral aspect, now focusing on the tourism sector.

Adão de Almeida said that the main objective is to "make life easier for those who want to invest in this field", highlighting, among other measures, the institutionalization of a single license for the exercise of the activity.

According to the minister, this measure is important, because currently investors are required to have "a set of licenses or permits, considering several specific sectors, which means that agents have to go through several institutions".

For example, a hotel that has a gym and recreational activities involving dance and music needs specific licenses for these activities.

The government official also highlighted the elimination of prior inspection procedures, which conditioned the start of the activity, with inspections being carried out after the start of the enterprise.

"No less important is the elimination of the license's validity period. In this area, licenses cease to be valid; once granted, they are valid for the duration of the company and as long as there is interest in continuing to operate the activity," he stressed.

The Minister of State and Chief of Staff of the President of the Republic emphasized that these measures also aim to decentralize administration, making certain categories of hotel units the responsibility of the local government.

To improve the operation of the activity, the domain of environmental licenses was also the subject of consideration, establishing the institutionalization of a single environmental license, as opposed to the three currently required in an environmental plan for operating the activity.

"There will now be a single environmental license, there will now be a different model and approach for the technical instructions for preparing the waste collection plan for these hotel units, as well as the extension of the term of this environmental license (...) to ten years, which greatly facilitates the activity of those who intervene in this field," he said.

Currently, environmental licenses for installation, deactivation and operation are in force, and are now part of a single environmental license. It is also worth noting the discontinuation of the Certificate of Compliance for the Waste Management Plan, which loses its autonomy and is now incorporated into the normal licensing process.

For travel and tourism agencies, a single license was approved, and there is also no longer a validity period for licenses, which will continue as long as the company operates.

According to Adão de Almeida, another area that has been changed is related to advertising licenses, for example, for placing signs identifying the units, which are now part of the general license, with the payment of a specific fee charged annually.

"The mechanisms for exercising the exchange license are also being facilitated, through coordination with the National Bank of Angola, considering that there are exchange transactions that take place in hotels, when tourists pay with foreign currency. This matter was also the subject of a specific license", he indicated.

Adão de Almeida stressed that specific licenses for the installation of generators and elevators have also been discontinued, becoming part of the normal inspection and monitoring mechanisms.
