Angola creates project to support 500,000 young people with employment opportunities by 2029

The Government created the Youth Employment and Opportunities Project, to be developed until 2029, with financial support of 250 million dollars from the World Bank, to benefit 500,000 people.

The project, which aims to improve access to employment mainly for young people, with the prospect of creating 500,000 jobs over the next four years, with priority given to women and people with disabilities, was approved this Wednesday by the Council of Ministers.

In statements to the press, the Minister of Public Administration, Labor and Social Security (MAPTSS), Teresa Dias, said that the process has been underway since 2023, the year in which a study was conducted with the World Bank, which focused on the creation of a multisectoral strategy for job creation, the need to increase productivity in the short term and the need to invest in human capital for the development of skills.

"In order to have better jobs, especially in the gender and women's area, and, no less importantly, to create active policies, programs for vulnerable young people", said the minister, adding that, of the 500,000 beneficiaries, 40 percent should be women and six percent people with disabilities.

Teresa Dias stressed that the program, approved by the World Bank board in March of this year, will be implemented between 2025 and 2029.

According to Teresa Dias, the project will support vulnerable young people between the ages of 16 and 35, through multifaceted approaches, aiming to eliminate constraints and barriers in the area of ​​supply and demand for work, create incentives for companies to employ recent graduates, promote green and digital jobs, entrepreneurship and improve the low quality of existing and unsustainable jobs.

This initiative is expected to increase the income of beneficiaries, "promoting greater development of the family economy, increasing the quality of jobs for supported citizens, improving opportunities for access to employment and entrepreneurship".

The Government intends to support 100,000 vulnerable young people with economic opportunities, 5000 entrepreneurs with growth potential and 400,000 with employment opportunities, hoping that this project will help to reduce the "critical" unemployment rate.

Also on Wednesday, the Council of Ministers assessed and recommended that the Head of the Executive Branch approve the Presidential Decree of the Public Functions Reference Catalogue, harmonizing the nomenclature of public administration categories in accordance with the international standard classifier of professions and the Angolan professions classifier.

According to the minister, this is a "very important step, because it brings together the detailed list of functions and categories of Public Administration in a single document".

"At this point, what we have done is to consolidate all the categories and functions that existed in a dispersed manner and that made it very difficult for the human capital manager of Public Administration to make adjustments", said the minister.

The minister stressed that the definitive catalogue should be ready within a year, but there are still challenges, because some categories and functions, especially those of the judiciary and legislative bodies, are contained in laws, which cannot be changed by presidential decrees.

The Council of Ministers also considered the presidential decree that approves the Adjustment of Basic Salaries for the entire Staff of the State Information and Security Service (SINSE) and the External Intelligence Service (SIE), to "restore the purchasing power of public servants and administrative agents".
