Created Institute of Angolan Communities Abroad

The Council of Ministers created the Institute of Angolan Communities Abroad and Consular Services (ICAESC) and approved the respective Organic Statute.

This body will ensure the coordination and execution of consular activity and assistance to Angolan communities abroad.

The creation of the Institute of Angolan Communities Abroad and Consular Services was decided at the fifth ordinary session of the Council of Ministers, held this Tuesday under the guidance of the President of the Republic.

At the same meeting, according to the final communiqué, the Executive approved specific changes to the general regulation of scholarships for the Higher Education Subsystem to conform the period for grant applications to the new academic calendar.

This amendment aims to clarify some assumptions for applying for internal and external scholarships for undergraduate and postgraduate training, the method of allocating quotas to candidates who are beneficiaries of the special protection regime and to people with special needs.

Also in this area, the regulation was approved which establishes the rules and procedures for the control, inspection and verification of the conditions of organization and functioning of public, public-private and private higher education institutions.

In the context of foreign policy, the Council of Ministers approved the bilateral agreement between the Government of Angola and the Government of Serbia, concerning the exemption of visas for holders of service passports.

Likewise, the agreement on the reciprocal exemption of visas in diplomatic, service or special passports between the Governments of Angola and the Arab Republic of Egypt was approved, as well as the agreement on the creation of a bilateral commission between the two countries.

The Executive also approved the Memorandum of Understanding on political consultations between the Ministry of Foreign Affairs of Angola and the Ministry of Foreign Affairs of the Republic of Serbia, and another Memorandum of Understanding between the Diplomatic Academy of the Ministry of Foreign Affairs of Angola and the Instituto of Diplomatic Studies at the Ministry of Foreign Affairs of the Arab Republic of Egypt.

At the meeting of the Council of Ministers, the Ordinary Authorization Bill was also considered, which grants the President of the Republic, as holder of the Executive Power, authorization to make changes to the Tax Regime applicable to the Oil Concession of the Cabinda Maritime Zone.

The Council of Ministers recognized the Cuerama Foundation as a legal entity, an institution whose purpose is to promote the development and support of initiatives of a social nature, in the fields of beneficence and social solidarity.
