Council of Ministers gives 'green light' to the creation of a Foundation for Scientific and Technological Development

The government gave the green light, this Tuesday, to the creation of the National Foundation for Scientific and Technological Development. The body will serve to raise and manage funding, "support science and be aligned with international standards.

According to a note posted on Facebook by the Executive, with this foundation, the government intends that the investment in science is, "at least one percent of Gross Domestic Product (GDP), as recommended by UNESCO.

Maria do Rosário Sambo, minister of Higher Education, Science, Technology and Innovation, cited in the note, revealed that the foundation will have the category of public institute.

The mission of the organism will be to "implement science, technology and innovation policies, with financial means from the General State Budget and others coming from donations destined to scientific research and development", she said.

The foundation will also be responsible for evaluating and accrediting the institutions that are dedicated to scientific research and development in the country, aiming to increase the effectiveness of the use of available financial resources and support for national scientific production.

"It is an approval that is achieved on Africa Day, relevant for us, because scientific research is, without a doubt, the basis for development. We hope that with this measure our Government will be able to contribute to improve the national scientific production", stated the minister.

The minister also took the opportunity to highlight the scientific research projects that have been carried out by the Government, under the scope of the Science and Technology Development project, funded by the African Development Bank.

"The National Foundation for Scientific and Technological Development, created by Presidential Decree, is under the Ministry of Higher Education, Science and Technology and Innovation, as a superintendence body, which is responsible for creating the conditions for its operation, based on the priorities defined in the National Policy of Science, Technology and Innovation, which defines the form of organization of scientific research in the country," says the note.

The creation of this organism was approved this Tuesday, in the fifth ordinary session of the Council of Ministers.
