CPLP summit in Luanda will be in person and with all heads of state

The Cape Verdean President, Jorge Carlos Fonseca, said this Monday that he hopes that the next summit of the Community of Portuguese Speaking Countries (CPLP) will meet in person in Luanda, in July, all the heads of state of the countries of the organization.

Speaking to journalists at the Presidential Palace, in the presence of the Portuguese counterpart, Marcelo Rebelo de Sousa, who is visiting Praia this afternoon, Jorge Carlos Fonseca, who takes over the rotating presidency of the CPLP, ensured that the format on the table for the summit remains in person, depending on the evolution of the covid-19 pandemic.

"We hope so, but in this pandemic context the certainties are very relative, but we all hope and the Angolans hope, President João Lourenço also trusts that the summit will be in person and we hope that all the heads of States of the CPLP will be present," he said. Jorge Carlos Fonseca.

Cape Verde assumed the rotating presidency of CPLP at the XII summit of heads of state and government of the organization, held in July 2018, on the island of Sal, succeeding Brazil.

"At the Santa Maria [Cape Verde, 2018] summit, there were eight heads of state, less the President of the Democratic Republic of Timor-Leste, but for reasons that were not attributable to us," recalled the Cape Verdean President.

Due to the covid-19 pandemic, the mandate of the Cape Verdean presidency ended up being extended for another year and will officially end with the summit of heads of state and government scheduled for July 16 and 17, in Luanda, with Angola taking over. leadership.

During the summit, the Convention on Citizens' Mobility among CPLP Member States will be approved, presented as the biggest highlight of the Cape Verdean presidency ".

"Let us hope that this time all the heads of state will be able to attend because this summit will be symbolic, I hope, from the point of view of building and assuming a fundamental instrument for the increasing credibility of the CPLP, of its affirmation at the international level, but above all from the point of view of the credibility and trust of the citizens of our different countries ", said Jorge Carlos Fonseca.

"Because for Cape Verdeans, for Angolans, for Portuguese, for Guineans, embracing the community, trusting the community, passes through the possibility of circulation in the community space [of the CPLP]. Only then do they feel members of the community ", he defended.

The Portuguese head of state praised the "great presidency" of the CPLP and the mobility agreement prepared by Cape Verde, which he classified as "crucial for the future" of the organization.

"Circulation in the community, accepted in intelligent and flexible terms by all the sister States, is a work mainly by President Jorge Fonseca", said Marcelo Rebelo de Sousa.

The great banner of the Cape Verdean presidency was the proposal for the mobility of people within the community, the text of which is already closed and approved by the CPLP Council of Ministers, and will be one of the main themes of the summit.

The choice of the date for the summit has to do with the fact that it is intended to coincide with the date that marks the 25th anniversary of the CPLP, on 17 July.

The conference, made up of the heads of state and / or government of all member states, is the highest body of the CPLP and is responsible for defining and guiding the general policy and strategies of the CPLP, adopting legal instruments necessary for the implementation of the these statutes, but may, however, delegate these powers to the Council of Ministers.

According to the CPLP statutes, the meeting of heads of state and government meets, ordinarily, every two years.

Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe and Timor-Leste are the member states of the CPLP.
