Government approves 420 million dollars program for vulnerable families

The President, João Lourenço, approved a 420 million dollar transfer programme to benefit up to 1,608,000 vulnerable families in four phases.

The Programme to Strengthen Social Protection - Monetary Social Transfers, called "KWENDA", approved by Presidential Decree published on 4 May, is justified by João Lourenço with the need for the State to promote the creation of mechanisms to enable the social protection of citizens.

The value of the programme, which aims to implement a broad temporary social protection system through the attribution of a monthly income of 8500 kwanzas to vulnerable families, is "fully supported by the Angolan State", of which 320 million dollars correspond to the repayable financing from the World Bank and the difference supported by the national Treasury.

The programme, which also aims to include families in income generating activities, as well as strengthening the intervention mechanisms of the National Social Protection System, through institutional, methodological and financial support, will be implemented in the 18 provinces of the country, in rural and urban areas, for three years, in four distinct phases.

The pilot phase will take effect from this month and the remaining phases will run from June to December 2020, in 2021 and 2022.

The coordination of the programme will be the responsibility of the Ministry of Social Action, Family and Women's Promotion and its implementation by the Social Support Fund, while the institutional coordination and supervision is done by the Technical Group for Monitoring the Programme of Monetary Social Transfers and Strengthening Social Protection, which in turn reports to the Minister of State for Economic Coordination.

The document defines families in a vulnerable situation as "those living in the municipalities with the highest number of urban and rural poor, who settle in the last two quintiles of the poverty map".
