According to a government statement, to which VerAngola had access, the President of the Republic, through order n.º 68/23 of April 14, authorized the expenditure and formalized "the opening of the Simplified Contracting Procedure by Material Criterion, by external financing reasons, for awarding contracts".
The contract, according to the note, foresees the building of infrastructure and social equipment, in the general amount of more than 460 million dollars. "The contract, under the design/construction regime, includes infrastructure and social equipment, with a global value of four hundred and sixty-seven million, six hundred and ninety-two thousand, six hundred and eighty American dollars and twenty cents, financed by the credit from Luminar Finance," reads the statement.
According to the statement, the presidential order points out that "it is urgent" to start the works, aiming to meet "the housing needs" of the inhabitants of Cuando Cubango, as well as "contribute to the improvement of urban infrastructure in this region".
With regard to the works supervision service, this is "in the amount of five thousand, eight hundred and ninety-four million, nine hundred and three thousand, seven hundred and seventy-two kwanzas and nine cents", adds the statement.
In terms of competences, says the communiqué, the Minister of Public Works, Urbanism and Housing is entrusted with competence, with the capacity to sub-delegate, to approve the parts of the procedure, to verify the validity as well as the legality of all the acts carried out within the framework of the procedure, while the Minister of Finance must guarantee "the financial resources necessary for the execution of contracts", as well as the "registration of projects in the Public Investment Programme".
