Public managers must demand that assets used in the exercise of functions be returned

The national director of State Heritage defended this Tuesday that public managers should require predecessors to hand over the assets assigned to them in the exercise of their functions, admitting that the problem is frequent in public administration.

"What has been verified is that many do not deliver the vehicles assigned to them and, many times, the new manager does not pick them up" because they are in the possession of people who are, however, appointed to higher hierarchical positions and who may even tutor the new manager, said Adilson Sequeira.

"And he [the new manager] is harmed. This is very visible in the Angolan public administration and must be overcome", appealed the official during a seminar on the Budget Execution Rules for 2022, which took place in Luanda.

Adilson Sequeira urged managers to "go after" the goods, because if they don't go looking for them, "this becomes a practice", in which "one comes, leaves and takes it, another comes, leaves and takes it".

"When you realize, there were 30 vehicles, but only six are available. Many do not leave the vehicle for personal use or the one to support the service, nor the one to support the house, they take everything", he lamented.

The same official recalled that, while the law on the use of co-paid vehicles is not regulated, the legislation that applies is that of vehicles for personal and service use, which are restricted to a certain area.

"The moment [the manager] ceases to perform functions he must leave this vehicle to whoever succeeds", he reinforced.

In the seminar, aimed at public managers and staff of the Ministry of Finance, the rules for the execution of the General State Budget (OGE), the execution of assets in the Integrated System of State Financial Management, the Public Investment Program and the execution of public contracts.
