The optional contributory regime covers people who no longer meet the conditions to be covered by one of the mandatory social protection regimes, namely Angolan citizens in a situation of inactivity or residing abroad, and also Angolan workers in a situation of international mobility.

This legal instrument was approved during the fourth ordinary meeting of the economic commission of the Council of Ministers, guided, in Luanda, by the President, João Lourenço.

A memorandum on the transversal characterization of the forest sector, which highlights aspects related to its potential and management model, the legal political framework, human, financial and heritage resources, forest exploitation and inspection was also approved.

According to the communiqué of the meeting, among the short-term measures in the forestry sector, "the maintenance of the ban on the export of round wood stands out, in order to encourage its local transformation with the creation of added value and more work stations".

The approval of a Special Regime for the Forest, Faunistic and Beekeeping Inspection Career and the respective remuneration statute, "in order to value these personnel, and the modernization of the forest sector database" are still among the short-term measures.

"In the medium term, it is intended, among other measures, to promote the implementation of forest and beekeeping certification mechanisms, in order to make wood and honey competitive and valued and in the long term one of the measures is the creation of the National Guard Service Forestry and Faunistics attached to the Ministry of the Interior", reads the note.

The economic commission of the Council of Ministers also evaluated the performance of the economic variables of the first quarter of 2022, having found that the "macroeconomic stability that the country has registered has allowed the gradual recovery of national economic activity".

Regarding public finances, the commission approved the National Treasury's quarterly financial programming for the second quarter of 2022, a document that contains the "projections of inflows and outflows of financial resources in the period in question".

A diploma that establishes the rules on the organization and functioning of the Resolution Fund, a legal instrument that will allow the National Bank of Angola to ensure the necessary financial support for the application of resolution measures to banking financial institutions, was also approved at this meeting.

"The continuation and reinforcement of actions aimed at reducing the general level of prices and the unemployment rate was recommended, taking into account their effects on the well-being of the population, namely the acceleration of the implementation of the initiatives of the Production Support Program , Export Diversification and Import Substitution (Prodesi) and others", the statement said.
