ANPG opens counter-proposals for bidding for oil blocks

This Tuesday, the National Agency for Petroleum, Gas and Biofuels (ANPG) opened the opposing bids for the 2021 bid for eight oil blocks in the Baixo Congo and Cuanza basins, after the invitation had been sent to 13 pre-production companies chosen.

"On the 5th of April, we had the opportunity to witness the public act of opening bids within the scope of the 2021 bidding for oil blocks, namely, the Baixo Congo maritime basin and the Cuanza maritime basin", said Diamantino Azevedo, minister of Mineral Resources, Oil and Gas, quoted in a note made available on the ministry's Facebook.

At stake is a limited tender, launched in February this year, which concerns eight oil blocks, five of which in the Baixo Congo Basin (16/21, 31/21, 32/21, 33/21 and 34/21) and the remaining three in the Cuanza Basin (7/21, 8/21 and 9/21).

The official explains that "this award is based on decrees 86/18, which establish the rules for the acquisition of rights as an associate of the concessionaire and decree 52/19, the strategy for granting concessions".

"Thus, after several years without bidding (the last one took place in 2011), in this mandate, under the auspices of the ANPG, bids were already held in 2019, with six blocks being awarded, and in 2020 in which nine blocks were awarded on land, six in the Kwanza basin and three in the Congo basin. Recently, DP 249/21 was approved, on the permanent supply of oil blocks, which creates yet another instrument for the attribution of oil concessions", he added.

Within the scope of the tender, the invited companies sent their proposals within 35 days, with the submission period closed last Friday, April 1st.

According to a note from the ANPG, to which Angop had access, investors from Angola, Australia, Norway, Italy, France, England, Qatar, Namibia and China were invited to the public event.

According to the national concessionaire, the 2021 bidding procedure takes place in the category of limited public tender, when, for reasons of strategic interest to the country, it is suggested to award concessions that have been left and returned to the State. In this situation, it is restricted to a limited number of companies with experience in the exploration of hydrocarbons in basins, writes Angop.
