The information was provided by José Leiria, chairman of the Board of Directors (PCA) of the General Tax Administration, who considered that "Large Taxpayers serve as the main catalysts in the collection of taxes, not only with regard to the taxes they are obliged to pay from the point of view of tax burden, but also with regard to their nature as tax substitutes, namely in those cases in which they must withhold or collect taxes from third parties and deliver them to the State".
Cited in a note from the Ministry of Finance, the official - who was speaking this Tuesday at the Colloquium alluding to the 20th anniversary of the creation of the RFGC, whose central theme was "Guidance to the Taxpayer, Fair, Simplified and Innovative Taxation" - also said that the RFGC is currently seen as a "strategic division", since it "has the purpose of relating to those who contribute most to the capture of tax revenue in the country".
According to the statement, since it was created in 2002, the RFGC has taken considerable steps towards improving the way in which the tax administration relates to its largest taxpayers.
"To this extent, AGT must continue to guarantee, whenever there is a divergence of ideas, an open and frank debate and the search for solutions, permanently supporting Large Taxpayers, and not only these, in the process of interpreting tax rules, liquidation and paying taxes," he added.
Silvine Kiamvu, former head of the RFGC, considered that the creation of the division was a "great" milestone in the "construction of the tax reform in Angola, as it was possible to bring together the largest sources of revenue from the largest taxpayers, and thus created new models of registration procedures, revenue collection, aiming at the modernization of the tax system".
The colloquium addressed issues such as the international experience on the functioning of the RFGC, the current challenges of the RFGC, among others.
The RFGC is responsible for controlling, assisting and providing targeted treatment to Large Taxpayers.
