Biden appoints US ambassador to Angola as current diplomat in Dakar and Bissau

Diplomat Tulinabo S. Mushingi was appointed by the US president, Joe Biden, as ambassador to Angola and São Tomé and Príncipe, leaving the post of ambassador in Dakar and Bissau.

According to a note from the White House, to which Lusa had access, Nina Maria Fite's successor in the post of ambassador in Luanda is a veteran career diplomat, with the category of advisor.

Prior to his current post in Dakar and Bissau, Mushingi was ambassador to Burkina Faso and deputy head of mission for the United States Mission in Addis Ababa, Ethiopia.

He also held top positions in the State Department, and was placed in US diplomatic representations in Dar es Salaam (Tanzania), Casablanca (Morocco), Mozambique and Malaysia

With a doctorate from Georgetown University, Mushingi has a degree from Howard University, as well as a graduate from the Higher Institute of Education in Bukavu, Democratic Republic of Congo, his native country.

According to the White House note, he speaks Portuguese, French and Swahili.

After being nominated by the president, US diplomats have to be confirmed in the post by the Senate, after being heard in committee.

To replace Mushingi in Dakar and Bissau, the White House appointed Michael Raynor, a former United States ambassador to Ethiopia.

Raynor was deputy mission director for the United States Embassy in Kabul, Afghanistan, and also an ambassador in Benin.

According to a note from the State Department, the new representative in Dakar and Bissau previously held leadership positions in American diplomacy, namely that of executive director of the Office of African Affairs.
