According to a decree of the President of the Republic, João Lourenço, dated April 20th, cooperation actions between the two States in this field will be developed by the Ministry of Territorial Administration and State Reform and the Portuguese Ministry of Internal Administration.
The aim is to develop concrete actions and projects in the field of local administration, in the areas of training and technical-professional capacity building and institutional cooperation, as well as other areas of interest.
In the field of training, technical meetings will be promoted to exchange experiences between local administration officials from both countries.
In the field of institutional cooperation, reciprocal visits will be promoted, focusing on the areas of local administration and the promotion of town twinning at the level of central and local bodies, with five administrative units and mutual visits by five entities to be selected annually.
The financing of the activities will depend on the financial availability of the two States, with the costs of travel and accommodation being borne by the Delegation that travels, while the organisation of events and other administrative and protocol aspects will be the responsibility of the host State.
The Protocol shall be valid for a period of three years, renewable for equal periods.
Angola's first local elections are scheduled to take place this year, and the entire legislative package for the creation of local authorities is in the process of being approved by parliament.
