Commission for withdrawing money at TPA increased to 2.5 percent

The commission for withdrawing money from Automatic Payment Terminals (TPA) in Angola increased from one percent to 2.5 percent, with a minimum charge of 100 kwanzas, the central bank determined.

In TPA withdrawal operations that are not associated with a purchase, with or without a card, a customer service commission of 2.5 percent of the withdrawal value is charged, with a minimum of 100 kwanzas, according to a directive published this Thursday by the National Bank of Angola (BNA).

In purchase transactions with TPA withdrawal, with or without a card, the customer is not charged any commission for the withdrawal service.

Withdrawing money through TPA, whether associated with purchases or not, has been an alternative for many citizens to avoid the flood of customers at bank units and ATMs, which form almost endless queues for cash withdrawals or other banking operations.

The commission charged on these TPA operations has been fixed at 1 percent since September 2021.

The instruction on cash withdrawal at TPA arises due to the need to "improve the cash dispersion service and adjust the rules and procedures inherent to the provision of this service", says the BNA.

The directive applies to commercial banks participating in the multicaixa system, as issuers of cards accepted in the TPA network and banks supporting TPAs, and to merchants who have contracted an Automatic Payment Terminal.

According to the directive, the service commission is charged automatically by the withdrawal processing system, with the transaction value being the total withdrawal value plus the commission value.

Merchants will not be able to charge any commission when processing the transaction at the TPA.

When withdrawing with or without a TPA card, the issuing bank authorizes or refuses the operation, depending on the funds available in the customer's account, which must cover the value of the withdrawal and the issuance to be charged to the customer, notes the BNA.

In the case of a refund, this can only be made for the value relating to a purchase of goods or services, and a refund cannot be made on a withdrawal, regardless of whether it was made in conjunction with a purchase.
