Endless lines and complaints mark the penultimate day of electoral registration in Luanda

Floods and endless queues mark the penultimate day of unofficial electoral registration in Luanda, where demand for the services of the Single Service Desk (BUAP) more than tripled with citizens complaining of “slowness and lack of logistics”.

The unofficial electoral registration, a process that began on September 23, 2021, ends on Thursday, March 31, and the BUAP in recent weeks have registered considerable demand, as confirmed by Lusa, in Luanda, this Wednesday.

Young people, adults, pregnant women and mothers with babies in their arms and even the elderly get up early at the service counters spread across Luanda to have their electoral registration updated, which will enable them to vote in the general elections next August.

They point to laziness and carelessness as reasons for not going to the BUAP beforehand and, in the queues, they complain about the slow service and the lack of logistics and more technicians to respond to the demand.

The scenario of flooding and impatience of the citizens was verified at the BUAP in the urban district of Ngola Kiluanje, where Júlio Alexandre, 29, said he arrived at around 5:45 am and five hours later he still had not been attended to.

"I was not served, because there is a lot of flooding here and we are talking about a system that is very slow, why I don't know, they are taking only two people and it seems that there is an inability of passwords to be able to serve this entire population", told Lusa.

With password n.º 79 in hand, the young student reported that he overcame the "negligence" believing that the fourth attempt to carry out the official electoral registration at that counter should take place this Thursday, after waiting for a queue with more than 100 people forward.

Pedro Silva, 45 years old, who decided to miss work to carry out his electoral registration, said that he woke up this Wednesday at 04:00 in the morning, after failing the first attempt on Tuesday, and will wait in line, in a process that he said be "too slow".

"I was here yesterday (Tuesday) at 7:00 pm local time and I really couldn't and I had to come today at 4:00 am and miss work because of this situation, there are also few BUAPs here in the district and that is also the reason for the flooding and it is a sacrifice", he said.

The head of the BUAP of Ngola Kiluanje and head of the division of Records and Administrative Modernization of the district, Edeltrudes de Oliveira, informed that the branch is working, between 8:00 am and 9:00 pm local time, with four technicians.

Edeltrudes de Oliveira denied sluggishness and said that the considerable adherence results from the anxiety of the last days of the process, noting that that BUAP in Ngola Kiluanje has been serving an average of 1000 residents/day since the last week against the previous 200.

"In these last few weeks there has been considerable flooding, there is a lot of adhesion, unfortunately we have an entry and exit time, between 08:00 am and 09:00 pm, and many return home because the adhesion is high", she explained.

A large human cordon fills the front of the administration of the district of Sambizanga, on Ndunduma street, municipality of Luanda, while several people tired of waiting on their feet settle on the sidewalks waiting for their turn.

In the midst of dozens of people eager to register at the BUAP in the district of Sambizanga, we found Mrs. Nilsa Dias Azevedo, who, with file no. 248, was waiting for service five hours after arriving at the counter.

"I arrived here at six in the morning and I still haven't been answered [close to 11 am], because the service is very slow. I'm in line, the line is long and I'm just going to wait, I didn't come earlier because of laziness," he told Lusa.

For Gelson António Domingos, head of the Registry and Administrative Modernization department of the urban district of Sambizanga, the process is proceeding at a good pace and the current adhesion of citizens to the BUAP was expected.

"Since we are already in the last few days, the adhesion of the staff is the one we already expected, we have our citizens who like to leave everything at the last minute and here we are with this flood, but we are here ready to respond", he assured.

At least 700 residents are served daily at the Sambizanga branch, numbers that more than tripled, since that BUAP previously had a daily registration of 50 to 100 residents.

"There are logistical, technical and human conditions and we are here to respond. There is no delay, here only people come and go, but we must also convey the message that those citizens who have not changed residences do not need to come to the counter", concluded Gelson António Domingos.

The update of the official electoral register, a process that began on September 23, 2021 and runs until March 31, 2022, according to the authorities' schedule, is carried out at the BUAP with the issuance of a citizen's card, after presentation of the identity card voter or Identity Card.

The process, extended to Angolans residing outside Angola, is managed by the Ministry of Territorial Administration.
