PGR says that assets seized in the fight against corruption are being well managed

The Attorney General of the Republic (PGR) said this Tuesday, in Huambo province, that the management of assets seized and seized in the context of the fight against corruption has been done correctly and conscientiously.

Hélder Pitta Grós was speaking at the opening ceremony of the judicial year, which was attended by the President, João Lourenço, and in which he spoke.

According to Pitta Grós, the PGR has lately carried out several seizures or asked the courts to seize assets, due to the fact that they were acquired with money obtained illicitly.

"And while there is no final decision, the management of these assets has been carried out by the Safe of Justice or, in the case of assets that concern companies, they have been carried out by the competent ministerial departments in the various areas", he stressed.

The PGR stressed that the management of these assets "has been carried out in a correct, conscientious manner".

"There are even cases in which companies have been kept under the management and direction of the administrative bodies that have acted until now, this to ensure that companies do not stop working and that jobs are guaranteed", he emphasized, reiterating that "the decision-makers have been careful enough" not to let the goods "fall away".

Regarding the Zango buildings, a concern mentioned by the chairman of the Angolan Bar Association (OAA), Luís Paulo Monteiro, in his intervention on the precautionary measures and seizure of assets, Hélder Pitta Grós said that those infrastructures "were already in in a high state of cannibalization" when they were apprehended.

Hélder Pitta Grós stressed that the seizure of those goods was also aimed at protecting them so that they have a different social purpose than the one they would have in the future.

During his speech, the chairman of the OAA said that the delay in concluding criminal proceedings, combined with the wait for the final decisions of the courts, have transformed most of the precautionary measures and seizure of assets "into unfair, wasteful and meaningless decisions ".

"From the research carried out on the seized assets, we found that the warrants generated waste and losses for the State, namely in the case of the properties seized in Zango, in which the properties are now completely degraded. seized luxury goods are in a park in the sun and rain and are deteriorating with each passing day", he said.

For the chairman of the OAA, these criminal precautionary measures will eventually result in more complications for the State, some will even contribute to an increase in unemployment.

"Our council is in the direction of having all the processes that have seized assets inspected, mainly real estate and vehicles, in order to stop with so much inefficiency and bad performance", he underlined.

Luís Paulo Monteiro highlighted that seizures of assets from economic-financial processes must be seen in a prudent and transparent way "and not as a cure-all syrup in the fight against corruption".

"The seizure of citizens' assets must have an express, regular and legitimate order issued by the courts," he defended.

In 2020, the PGR announced the seizure of more than a thousand unfinished properties, as well as buildings and shipyards built with public funds that were in the possession of the China International Fund.

While the criminal proceedings are ongoing, within the scope of the recovery of State assets, the properties that were in the possession of China International Fund, Limited (CIF Hong Kong) and China International Fund, Limited (CIF Angola) have as their trustee the Ministry of Spatial Planning and Housing.

The list of assets seized at the request of the National Service for the Recovery of Assets includes 24 buildings, two day care centers, two nautical clubs and three construction sites, as well as adjacent land, covering a total area of ​​114 hectares, in the Vida Pacífica urbanization (urban district of Zango, municipality of Viana, in Luanda).

The same list includes 1108 unfinished properties, 31 building construction bases, 194 housing construction bases, a shipyard and adjacent land, totaling 266 hectares, in the urban district of Kilamba (municipality of Belas, Luanda).
