Cape Verde presents proposal for free roaming within the CPLP

The Cape Verdean presidency of the telecommunications regulators of the Community of Portuguese Speaking Countries proposed this Thursday the implementation of free roaming within the lusophony, during the general assembly of the Association of Communications and Telecommunications Regulators (ARCTEL-CPLP).

The proposal is being taken to the organization's 13th general assembly, a two-day meeting that is being held by videoconference from Praia, bringing together representatives of all regulators in the CPLP - a Portuguese-speaking organization currently chaired by Cape Verde - through the Multisectoral Economic Regulatory Agency (ARME).

"This is a complex process, because each of the countries has its own legal regulatory framework and there is a set of principles that must be respected. It will be difficult to advance immediately with all the countries, but we believe that it will be possible to advance gradually and gradually with a group of countries," announced, at the opening of the general assembly, the president of ARME, Isaías Barreto.

He added that the objective of the Cape Verdean proposal is to advance with a restricted group of countries, to be later enlarged within the Community of Portuguese Speaking Countries (CPLP).

According to Isaías Barreto, the Cape Verdean presidency will even present during this meeting, which ends Friday, a proposal for a memorandum of understanding between the various regulators, "so that together they can work towards the realization of this project", foreseeing to reach the free roaming of voice and data calls among the member-states.

ARCTEL-CPLP is a private association made up of Cape Verde, Portugal, Brazil, Guinea-Bissau, Sao Tome and Principe, East Timor, Angola, Mozambique and Equatorial Guinea, which aims to facilitate and enhance the sharing of information and knowledge among the various regulators, to contribute to the development of the market and the communications sector within the CPLP.
