Budget for municipalities is no longer included in the OGE

Adão de Almeida, Minister of State and Head of the Civil House of the President of the Republic, revealed that the budget for local authorities will no longer be included in the General State Budget (OGE).

According to the minister, quoted in a statement published on the government website, the budget for local authorities will now "be autonomous".

The official, who was speaking Tuesday at a press conference, explained that the draft Constitutional Revision Law "proposes that the State Budget should provide the resources that the State will transfer to local authorities and not the total revenues and expenses".

He also referred that the proposal, already appreciated by the Council of Ministers and sent to the National Assembly, also includes another type of "ineligibility for candidates for President of the Republic".

The diploma, according to Adão de Almeida, proposes that "the citizen who has been sentenced to a sentence of more than three years should not become President of the Republic, as happens with deputies, and which is strangely foreseen in the Constitution".

The proposal also intends to review the electoral calendar, "so that the general elections will always take place in the third week of August".

The minister also said that regarding the gradualism in the municipalities, the proposal of the Constitutional Revision Law that will pass the discussion to the National Assembly, "being up to the deputies to decide about the phased institutionalization or not".
