The presentation of the proposal was made in Luanda, by the Minister of State and head of the President of the Republic's Civil Household, Adão de Almeida, after the President, João Lourenço had proposed a punctual revision in terms of article 233 of the Constitution of Angola, whose project was appreciated this Tuesday in the Council of Ministers and entered in the National Assembly.
The revision project contemplates the revocation of the rule that defines that the definitive institutionalization of local authorities obeys the principle of gradualism, said Adão de Almeida.
The revocation, he added, has an impact on everything that can be legally built in this area, since conditions are created for an open discussion, without having "the door closed by the Constitution" and making consensus possible through parliamentary political debate.
This principle has generated controversy in Angolan society with the National Union for the Total Independence of Angola (UNITA, the main opposition party), arguing that the implementation of the autarquias should be done simultaneously in all municipalities, instead of advancing through geographic gradualism.
The Minister of Territorial Administration, Marcy Lopes, said that the revision also focuses on the relationship between the President and the Parliament, particularly in what concerns political oversight, with the proposal detailing the competencies of the National Assembly in this area, establishing mechanisms that will be applied by force of the Constitution.
These include parliamentary hearings and the establishment of parliamentary committees of inquiry. However, oversight can never result in the dismissal of the executive as a whole or any of its members.
The Constitution of the Republic of Angola completed 11 years since it came into force, a time considered sufficient to apply and understand the Constitution and take stock of its validity and merits, Adão de Almeida noted.
