Council of the Republic in favor of declaring a state of emergency

The Council of the Republic of Angola on Wednesday advised President João Lourenço to declare a state of emergency due to the Covid-19 pandemic, suggesting the strengthening of epidemiological surveillance.

In the final communiqué of the meeting, the councilors expressed their support for the "adoption of exceptional measures by the President of the Republic enshrined in the constitution, to guarantee the prevention and fight against the coronavirus, Covid-19, decreeing, namely the state of emergency".

The councilors call for strengthening the coordination of intersectoral cooperation, for the implementation of control measures and their compliance by each body of the central State administration, provincial governments, municipal administrations and partners.

The guarantee of protection of the country's borders, based on the current international health planning, in all points of entry, was also recommended "for a reinforced control of the entry of people, food of any origin, by airports, ports, railway terminals and land borders ".

"Ensure appropriate treatment of suspected or confirmed cases, including areas of isolation and / or quarantine, strengthen human and animal epidemiological surveillance, appropriate investigation, case tracking and timely focus control, which contribute to limiting the establishment of transmission ", are other measures recommended at the meeting.

The advisory body of the head of state also requested that the national health system be organized in a timely manner, with a view to guaranteeing health care to the affected population.

The regular distribution of water in urban, peri-urban and rural areas across the country, as well as ensuring that all citizens from countries where the virus circulates are tested, as well as urgent measures to prevent the concentration of people in the markets. Informal activities were also considered important.
