Country will issue debt securities on the international market

The Secretary of State for Finance and Treasury, Ottoniel dos Santos, announced that the country is preparing to issue debt securities on the international market in order to attract capital to finance projects with a positive environmental impact.

Cited in a Government note, which VerAngola had access to, Ottoniel dos Santos – who was speaking on the occasion of the 2023 World Summit of Governments, which came to an end this Wednesday, in Dubai (United Arab Emirates) – said that this measure will allow, more objectively, to achieve the "Sustainable Development Goals and better capture of international savings at a much lower cost".

"In terms of public finances, we are approving a 'framework' that will allow us to issue green, sustainable debt, linked, in fact, to all these factors and seeking to find a mechanism that does not burden and does not harm the environment", highlighted the official, who was part of the national delegation that participated in the event.

The Secretary of State for Finance and Treasury also said that, "on a material and financial level, the country is prepared for the challenges it is proposing", having highlighted the projects that the Government has aimed at energy transition.

The issuance of sustainable debt, adds the statement, will make it possible for "these projects to be financed in a cheaper and more environmentally friendly way".

Ottoniel dos Santos also said that they believe that, "with this binomial", they will be able to achieve the objectives and capture "the interest and support of those national investors, and mainly international ones": "We think that, with this binomial, we will be able to in fact, in order to achieve our objectives and capture the interest and support of those national investors, and mainly international ones, who are very concerned with sustainability matters", he indicated, quoted in the note.

The official also stressed that, from the perspective of public finances, in relation to climate change and the energy transition, the process takes place "in a gradual way, but very safely".

At the event, which lasted for three days, various topics were discussed, such as the "energy transition, climate change, the role of technologies and digital transformation, mobility, city planning and the challenges of globalization", says the statement.
