The Government, in a statement to which VerAngola had access, explains that, according to Presidential Order n.º 14/23 of 30 January, the rehabilitation of this section, over a length of 42 kilometres, "is important for trade between the population of the municipalities of Andulo and Mungo, at the intersection with the National Road (EN) 140, considered one of the main connections between the center and south of the country".
Thus, adds the note, the Government bases the rehabilitation of that section on "poor circulation", especially in times of rain, because of the "sharp state of degradation of the dirt road, which causes insecurity for users and means".
According to the order, with the rehabilitation of the section, including the construction of bridges, the Government wants to avoid "its total degradation and the worsening of road safety conditions", as well as save time and operating costs, "which will contribute to improve the quality of life of populations", adds the statement.
Of the total of 52.2 million euros, 38.7 million euros will be allocated to the construction of the road, while the remaining 13.5 million will go to the bridges.
"The document authorizes the contracting of the contract inspection service in the amount of 8.3 million kwanzas and mentions that, for reasons of external financing, the opening of the Simplified Contracting procedure for the award of the works was formalized", reads in the communiqué.
The note also mentions that the head of state attributes to the Minister of Public Works, Urbanism and Housing "the competence, with the power to sub-delegate, the approval of the procedure parts and the verification of the validity and legality of all the acts carried out within the scope of the referred procedure for the conclusion of the corresponding contracts, including the signature".
