Presidential order N.º 38/22, of 21 February, also points out that there is "a need to ensure that a faster public procurement procedure is carried out for the design, construction, supply, installation of equipment and equipping" of the new airport. .

The expenditure of US$250.022 million is authorized under the Simplified Contracting Procedure, based on material criteria, for the award of the contract, according to Angola's official gazette.

The launch and execution of the work is delegated to the Minister of Transport, who will also be responsible for supervising the contract for the provision of inspection services for the work and the contract for the provision of technical consultancy services, preparation and management of the new airport project.

In these two cases, which appear in presidential decree No. 40/22, of 21 February, it is specified that "the Ministry of Transport must ensure, with its own funds, the financial resources necessary for the implementation" of these two contracts.
