Covid-19: institutional isolation for infectees from countries with new variants

The Minister of State and Head of the Civil House of the President of the Republic announced this Tuesday that people who test positive and have been in countries with new variants of SARS-CoV-2, should fulfill "institutional isolation".

"Whenever a positive test citizen comes from a country that has the circulation of new variants of the virus, that citizen becomes subject to institutional isolation and not home isolation," said Adão de Almeida, in the presentation of the new decree approved by the President, João Lourenço, which comes into force on Wednesday.

According to the data announced this Tuesday by the Minister of Health, Sílvia Lutucuta, 10,558 were tested, of which 31 were positive through rapid testing (antigen tests). Of these, according to the Minister of Health, "about 25 percent come from Portugal.

Adão de Almeida pointed out that home isolation should continue to be applied to all those who test positive for SARS-CoV-2.

The Minister of State and Head of the Civil House of the President of the Republic added that the new decree approved by João Lourenço, with a duration of 30 days, in force until March 11, will allow authorities and traders to refuse to "provide services whenever the requesting citizen is not wearing a mask" of protection.

This measure, according to Adão de Almeida, is a way of "curbing non-compliance with the measures for the use of personal protection material".

As of Wednesday, and following what was foreseen in the previous decree, there will also be "the opening of primary education from first to fifth grade".

Similarly, the decree now approved by João Lourenço provides for the reopening of pre-school education from March 15, as well as the reopening of school canteens only for this level of education.

Adão de Almeida stressed that there is still a national health fence and that circulation on public roads is not allowed between 10 pm and 5 am.

In the case of sports practice, the ruler stated that the measures are maintained.

Adão de Almeida stated that the limit of 10 percent of assistance in the sports arena is maintained, and stressed the mandatory use of a mask, as well as physical distance.

If clubs or event organizers do not guarantee the respect of these rules, they will be subject to fines that can vary between 250,000 kwanzas and 500,000 kwanzas.

In case of recurrence, the authorities may decree the holding of events behind closed doors of these clubs or event organizers.

In the case of beaches, access is still prohibited for leisure purposes, while marinas and sailing clubs may reopen, particularly due to sports practice.

Among the exceptions, sport fishing and boat trips are now possible.

As for restaurants, Adão de Almeida warned that there are restaurants that "do not respect the limit of clients per table", timetables or that exceed the room capacity, underlining that "there is not yet permission to hold parties".

According to the most recent data from the Ministry of Health, the country has 20,163 cases since the beginning of the pandemic, of which 1062 active cases and 478 deaths.

The covid-19 pandemic has caused at least 2,325,744 deaths in the world, resulting from more than 106.4 million cases of infection, according to a balance made by the French agency AFP.

According to the most recent data from the Centers for Disease Control and Prevention of the African Union (Africa CDC), the number of infected in this continent since the beginning of the pandemic is 3,667,546 and the number of deaths 95,075.

Covid-19 is a respiratory disease caused by a coronavirus detected in late December 2019 in Wuhan, a city in central China.
