Presidents of Rwanda and Uganda pledge not to support destabilizing actions in neighboring countries

The Presidents of Uganda and Rwanda pledged this Sunday, in Luanda, to refrain from all initiatives that might create the perception of support, financing, training or infiltration of destabilizing forces in the territory of their respective neighbor.

The decision appears in the final communiqué of the third tripartite summit, held in Luanda, with the participation of the Presidents of Angola, João Lourenço, Uganda, Yoweri Museveni, Rwanda, Paul Kagamé, and the Democratic Republic of Congo (DRC), Félix Tshisekedi.

In the closing session of the meeting, with no right to questions from journalists, just reading the final statement, the head of state, João Lourenço, stressed that, contrary to the second summit, held in August 2019, at which the Memorandum of Understanding was signed. Luanda, no document was signed at this meeting.

“Anyway, we consider that the few hours of work that we had were very fruitful. The objective is to monitor the degree of implementation of the measures provided for in the Luanda memorandum, we have made some progress, in our view”, said João Lourenço.

The final statement, read by Foreign Minister Manuel Augusto, points to progress, the commitment of the Presidents of Uganda and Rwanda to “take subsequent steps towards peace, stability, good neighborliness and the restoration of mutual trust”.

The parties, according to the statement, also pledged to continue to privilege the permanent dialogue between the two countries for the development and well-being of their peoples.

At this summit, it was decided to release the citizens of both countries, duly identified and included in the lists exchanged for this purpose, as well as the protection and respect for the human rights of their citizens.

According to a statement, the 'Ad-Hoc' commission should continue its activities as a mechanism to monitor the implementation of the process, with the fourth summit scheduled for February 21 next, in the city of Gatuna/Katuna, on the border between Rwanda and Uganda.

The heads of state of Rwanda and Uganda welcomed the efforts of their counterparts in Angola and the DRC "in the search for a peaceful solution in the spirit of Pan-Africanism and regional integration, to resolve the dispute between the two countries".
