Angola reformulates school lunch program to guarantee hot meals for children

The Government will expand school meals with the National School Meals Program, which provides for the distribution of hot meals, adapted to the food culture of the communities, said the head of the Education portfolio this Tuesday.

The draft presidential decree, which was analyzed this Tuesday in the Council of Ministers, aims to encourage and guarantee the attendance and permanence of students and contribute to the growth and biopsychosocial development of children in schools.

In an interview with the press, the Minister of Education, Luísa Grilo, said that the National School Feeding Program arises from the need to restructure the school lunch program that had been offered until now.

"Fundamentally because school meals did not have the necessary nutrients for the integral development of our children, on the one hand. On the other hand, the school meals program did not serve all children and not all municipalities, it was a program that ended up discriminating against school population", said the minister.

Luísa Grilo highlighted that the National School Feeding Program, to be implemented this year, will enhance family farming, to be the first suppliers of food for the school.

"The school purchases food on its premises and prepares it in accordance with nutritional rules, drawn up by qualified technicians, nutritionists from the Ministry of Health, based on the age and development of each child and their nutritional needs," she stressed.

The program's main objective is to provide nutritional education for preschool and elementary school children.

The minister requested the participation of public-private and private companies that already provide school meals and their integration into municipal school feeding councils, which are primarily responsible for the municipal administrator.

According to the minister, the program will help to raise levels of academic achievement and contribute to reducing school dropout rates.

At the meeting held this Tuesday, the Council of Ministers recommended the approval by the President of the Republic of the Draft Presidential Legislative Decree that establishes the General Principles Relating to the Organization and Application of the Indicative Structure of Salary Tables, Allowances and Remuneration Supplements for the Public Service.

The aforementioned diploma applies to all services and bodies of the direct central and local administration of the State and the indirect administration of the State, excluding public entities of a business nature and other services and bodies that are not governed by the Basic Law of the Public Service.

Starting in March of this year, the government will increase public sector salaries by 25 percent, paid retroactively from January.

The Council of Ministers also recommended that the President of the Republic approve the draft Presidential Decree to increase the base salaries of all groups of public service personnel, namely holders of positions in the executive function of the State, defense and security bodies and management and leadership positions and technical and non-technical staff of the general and special regimes.

"The executive believes that this increase in base salaries for public servants could guarantee the restoration of the purchasing power of civil servants and administrative agents, being essential for strengthening their dignity and ensuring continuous improvement in the quality of public services provided to citizens", says the final statement of the meeting.

As part of the structural reform of the Angolan tax system, the executive assessed the Bill that Approves the Customs Code, to submit to parliament.
