According to the commander of the Civil Protection and Fire Service of Bengo, Faustino Sebastião, a community kitchen was created to assist the populations of the affected neighborhoods, following the opening of the two gates of the Mabubas dam, due to the substantial increase in the volume of water in the Kwanza and Dande rivers, caused by heavy rains in recent times.

Faustino Sebastião said that some citizens preferred to stay with family members living in other neighborhoods and who guarantee their safety.

"A community kitchen was created in order to assist the population, as the largest number that concerns the authorities are minors, pregnant women and elderly people", said Faustino Sebastião in statements to Public Television of Angola.

In addition to the flooded neighborhoods, access to the Bengo Polytechnic Institute, the Kimamuenho Teaching School and the Caboxa Penitentiary Establishment was also restricted.

The authorities also scheduled the release of water from the Laúca dams, Malanje province, and Cambambe, Cuanza Norte province, due to the natural evolution of the Kwanza River's flow.
