ANPG approves operators for 12 oil blocks

The National Oil, Gas and Biofuels Agency (ANPG) announced that nine companies, national and foreign, were qualified as operators of the Lower Congo and Kwanza Onshore Basins and five others as non-operators.

ANPG announced, in a note made public this Monday, that this is the result of the 2023 public bidding competition for 12 oil blocks for the aforementioned onshore basins, which was based on evaluation of the “financial, technical capacity and suitability” for the qualification of companies and the formation of contractor groups.

Etu Energias, Sonangol, Serinus Energy, Walcot Limited, Acrep S.A., Grupo Simples Oil, Intank Group, Transoceanic and ACE Energy were among the nine companies qualified as operators. Sonangol, Grupo Simples Oil, Afentra, Enagol and Effimax Energy were qualified as non-operators.

According to ANPG, the national concessionaire, the final score resulted from the evaluation of the proposals received and the requirements for membership of the concessionaire, resulting in the composition of four contractor groups.

Etu Energias (50 percent) will act as operator of Block CON2, with Effimax Energy (30 percent) and Simples Oil (20 percent) as non-operators.

Block CON8 counts as operators Etu Energias (40 percent), Effimax Energy (30 percent), Simples Oil (20 percent) and Enagol (10 percent) as non-operators.

Serinus Energy (55 percent) will act as operator of Block KON13 and non-operators will be Effimax Energy (30 percent) and Sonangol (15 percent). For Block KON19 there are Acrep (45 percent), as operator, and Afentra (45 percent) and Enagol (10 percent), non-operators.

The concessionaire states, on the other hand, that blocks with no operator (CON7 and KON7), blocks with unsatisfactory proposals (CON3, KON10 and KON15) and blocks with a lack of proposals (KON1, KON3) are available for the formation of contracting groups. and KON14).

Regarding blocks without an operator, ANPG notes that the company Enagol qualified as a non-operator, “with a 10 percent participation interest in Blocks CON7 and KON7”, making 90 percent available to interested companies. of participatory interest in both blocks.

“However, for the KON15 Block, with unsatisfactory proposals, the company Sonangol qualified as operator with a participation interest of 40 percent, and the company Afentra as a non-operator with 45 percent, being available to companies interested parties and who have been qualified as associates of the national concessionaire in this competition, 15 percent participatory interest in the block”, the statement also states.

ANPG will notify, in the coming days, the winning companies regarding the date and place to start the negotiation process for production sharing contracts, a stage that should carry out the award.
