Adalberto Costa Júnior says that corruption in Angola has “solid headquarters and foundations in MPLA”

The leader of UNITA (National Union for the Total Independence of Angola) said this Friday, in Luanda, that corruption in Angola "has a solid headquarters and foundation in the MPLA".

Adalberto Costa Júnior was speaking at the opening of the political year, dedicated to the "mobilization of patriots for the alternation of power".

The politician stressed that the country has a High Authority Against Corruption Law, passed in 1996, and that this legislative diploma has not been implemented in 24 years.

Adalberto Costa Júnior accused the leaders of preventing "the implementation of such an important legal instrument to fight corruption" because "he attentive and threatens the interests of those who govern and those of his party, which is the promoter of corruption" in the country.

The top director of UNITA criticized the "abuse of public procurement through direct and simplified adjustments" that have been occurring recently, calling on the President of the Republic to end this "addiction, which causes so much damage and losses to the country".

According to Adalberto Costa Júnior, it was only in December 2019 that more direct contracts were announced than the total amount of assistance from the International Monetary Fund (IMF) to Angola.

"Just add the value attributed to Omatapalo and Griner for the conclusion of the Caculo Cabaça dam, in the amount of US $ 4.5 billion, the value of the Barra do Dande Ocean Terminal, of US $ 700 million, among others ", he indicated.

Adalberto Costa Júnior considered such contracts "a huge scandal that the Attorney General's Office [PGR] watches and consents to".

"It is not possible to claim credibility by continuing to avoid transparent public tenders and to insist on these absolutely non-transparent methods", he stressed.

Still on corruption, Adalberto Costa Júnior said that the draft law on the Extraordinary Patrimonial Repatriation Regime that UNITA submitted to parliament, and against which the parliamentary majority of the Popular Movement for the Liberation of Angola (MPLA) voted, is still current and continues to be necessary for the country, "because what exists today is not bringing concrete results to Angola".

According to the politician, all the recovery announcements made by the Government so far are "institutional propaganda".

"A PGR that has the courage to publish the values ​​of repatriation in kind, therefore, in cash resulting from its acts in the shadow of the law of Coercive Repatriation. And I would like to call your attention now so as not to pretend to be deceived by the funds of the Sovereign Fund, which they have been wrongly presented as a recovery of capital and, in fact, they are not. It is also in the public interest to assess the real value of the assets

The leader of UNITA guaranteed that the rejected legislative project allowed the State to receive a percentage, while the author of the deviation, when bringing the funds, would have another percentage and would be obliged to carry out internal investment, providing employment and boosting economic dynamics.

"With the spirit of persecution of some and protection of friends, Angola risks losing completely the effective recovery of millionaire funds that it lacks so much and this is the total responsibility of those who govern," he stressed.

Regarding the local elections, which were scheduled for 2020, but were postponed, Adalberto Costa Júnior said that their institutionalization constitutes a constitutional imposition and the opposite is "a violation of the Constitution by default".

Adalberto Costa Júnior stressed that, in 2002, local elections were already planned, but the MPLA "denied that right to Angolans", even eight years after the approval of the 2010 Constitution.

"Every year without the realization of the municipalities, the Constitution is being violated. And who should be the greatest guardian of the Constitution? The President of the Republic. Even the gradualism that the 2010 Constitution foresees has had time to materialize", he commented the politician, stressing that the continued violation of that right are "the interests of the MPLA, against the interests of Angola and the Angolans".

In his speech, characterized by a portrait of the country's social and economic areas, Adalberto Costa Júnior spoke of the need for reform of the electoral administration, calling for a parity of representation of political parties in the National Electoral Commission (CNE).

For the leader of UNITA, each party should have only one representative, thus bringing transparency "to such a delicate process".

"We have a National Electoral Commission, a special committee of the regime party, with an absolute majority of members deciding on elections and confusing about access to share the hundreds of millions of dollars of the election budget," he said.

"Government members, judges, CNE members should never be allowed to negotiate on matters in which they have the competence to decide. Angolan laws do not allow this, but this is what has happened and has undermined the transparency of electoral processes," added Costa Junior.
