JES says he “has never transferred to himself, or any other entity, state money”

José Eduardo dos Santos decided to break the silence about the seizure of his daughter's bank accounts, Isabel dos Santos, through an open letter to the country, dated January 13. In the decision decreed by the court, the body stated that JES was responsible for the sale of diamonds and oil from Angola. However, in the open letter, written by the former president and posted by 'Tchizé' dos Santos on her Facebook, JES denies having "direct participation in the sale of diamonds".

"The President of the Republic, and Holder of the Executive Power, had no direct participation in the diamond sales," JES begins. "The diamonds were sold by Sodiam and Endiama," he begins by saying.

According to the document, released by the former deputy, customers who wanted to buy diamonds "signed a contract with Sodiam for buying and selling, where it was defined how prices and the payment system were formed". The former president also said that he did not sell or buy any diamonds and that "whoever said he did this lied!"

In the open letter, JES also states that the minister of guardianship regularly presented to the Economic Commission of the Council of Ministers "the balance of diamond sales", which he approved. As for revenues, these were "cleared and delivered" to the Minister of Finance to enter the General State Budget.

As for oil, "the President of the Republic had no direct participation in the sale of crude oil", he began by writing. "The oil was sold through a system created by Sonangol, and it was first Mr. Joaquim David who controlled the oil sales", having passed the portfolio to Manuel Vicente when he left office, he reveals.

Once the sales were made, the profits were "handed over a part to the Governor of the BNA, another part to the National Treasury" to be included in the state budget.

"As you can see from these two reports, the President of the Republic and Holder of the Executive Power never transferred to himself, or to any other Entity, State money. Everything that has been said is an authentic lie," concluded the former president.

The letter was delivered to General Leopoldino Fragoso do Nascimento, with the aim that the document reaches the presidents of the National Assembly and the Constitutional Court.
